Congress General Secretary Rahul Gandhi asked which part of India is shining. He lashed out at the slogan of BJP led NDA that India is shining. If India is shining why Bihar and U.P are not developing asked Rahul Gandhi. Congress is the only party who is sincere towards the real development said Rahul Gandhi.
